The Jammu and Kashmir Board of Ayurvedic & Unani System of Medicine has said that Dr Prit Pal Singh Gogna son of famous sexologist Hakeem Balwant Singh has confessed in the statement that he doesn’t stand registered and “hence cannot practice till the practitioner gets proper registration on the basis of professional qualification”.
In a reply letter vide no ISM/REG/Board/J&K 191-194 written to complainant Captain Rohanneet Singh Raina of Haft Chinar, the board has said, “Dr PP Singh has already given his statement in connection with investigation of case FIR no 38/2015 U/S 420,468 and 471 RPC of P/S crime branch Kashmir, Srinagar on 29/10/15 that ‘Pritipal Singh S/O Hakeem Balwant Singh R/O Indira nagar, Srinagar (Memorial clinic at Fairdeal complex, Regal Chowk Srinagar) does not stand registered with the Board of Ayurvedic and Unani systems of Medicine.”
On Thursday Rising Kashmir had scooped this after the State Crime Branch had lodged an FIR and initiated an investigation into the fraudulent and false practices of Dr Prit Pal Singh Gogna.
The letter further quotes the section 34 of Ayurvedic and Unani practitioners act 1959 which reads, “No person other than a practitioner registered under part 2 of this Act or person whose name is entered in the list mentioned in the section 33 shall practice or hold himself out whether directly or by implication as practicing or as being prepared to practice the Arurvedic and Unani system of medicine.”
This clause is added by, “Government may by notification (separate) in the gazette direct that the provisions in this section shall not apply to any class of person or specified area.”
Dr Singh, who according to the official records has been illegally running the Ayervedic Clinic from over ten years, has also acquired a fake Permanent Resident Certificate (PRC) from State’s Revenue Department –a move which has shocked the investigators. The accused is said to be the permanent resident of Krishna Nagar, H: No, 205A Gali No: 8 East Azad Nagar, New Delhi, also confirmed by the passport issued on his name under vide order number M2716524. The claims contested by the accused doctor.
The board has directed the complainant to take up the matter with Director Indian System of Medicines J&K “who is the competent authority”.
Dr PP Singh, son of famous Hakeem Balwant Singh-who isn’t alien to any reader of Urdu newspapers in Kashmir, is not actually a medical doctor. According to the preliminary investigation, conducted by State Crime Branch, Singh has acquired a fake medical degree and also managed to acquire forged PRC from Deputy Commissioner’s Office, Srinagar.
